Summary

In March 2006, Wisconsin enacted Act 141 (2005), which requires the Wisconsin Public Service Commission (WPSC) to revise goals, priorities, and measurable targets for energy efficiency programs every 4 years.  Funding is provided by ratepayers to the utilities' statewide energy efficiency program (Focus on Energy) in order to achieve these goals, with the funding levels increasing each year. Utilities are required to spend 1.2% of annual operating revenues to fund both energy efficiency and renewable energy programs. 

Energy Efficiency Goals 

Energy efficiency goals are through the Quadrennial Planning Process through the WPSC. 

The most recent Quadrennial Planning Process revised the energy efficiency goals for the 2015-2018 period. An October 2015 Order issued by the WPSC set the overall 4-year goal at 268,659,142 million British thermal units (MMBtu), the kilowatt-hour goal at 32,197,088,735, and the therm goal at 1,588,026,749.

A November 2010 Order issued by the WPSC set annual percentage targets for electricity and natural gas reductions for the first 4-year planning period (2011-2014). The 2011-2014 net annual electric energy savings goal was 1,816,320,000 kWh and the net annual natural gas savings goal was 73,040,000 therms.
