Summary

On March 17, 2006, H.B. 80 was enacted in Utah, requiring the Division of Facilities Construction and Management to administer the State Building Energy Efficiency Program. The Division is responsible for developing guidelines, incentives and procedures for energy efficiency and reduction of costs in state facilities, and assisting state agencies, commissions, divisions, boards, departments, and institutions of higher education in implementing these procedures into their facilities. The Division is also tasked with procuring energy efficient products when practical, analyzing state agencies’ energy consumption, establishing an advisory group to assist with development and implementation, and providing a yearly energy savings report to both the governor and the legislature. 

Life-cycle analysis must address the expected energy efficiency of a given facility. Each state entity must develop a program to manage energy efficiency and cost conservation and appoint a staff member to coordinate the energy efficiency program. Agencies may enter into a performance efficiency agreement for a term of up to 20 years. Building Design and Product Requirement documents are located on the website above.
