Luxembourg to launch new program to support PV

Luxembourg’s Secretary of State for the Economy, Francine Closener, and the Secretary of State for Sustainable Development and Infrastructure, Camille Gira, launched a new campaign to promote photovoltaic energy. The program has distinguished the solar systems into two categories: projects with capacity of 0-30 kW fall and projects with capacities 30-200 kW.

Category 1 (up to 30 kW): Investment premium of 20 percent of the investment cost. Feed-in-Tariff (FiT) rates:
First supply in 2017: €0.169/kWh (for 15 years)
First supply in 2018: €0.145/kWh (for 15 years)
First supply in 2019: €0.121/kWh (for 15 years)

Category 2 (30 to 200 kW): no investment subsidy. Feed-in-Tariff is split into the categories 30 to 100 kW and 100 to 200 kW.
FiT between 30 kW and 100 kW:
First supply in 2017: €0.1504/kWh (for 15 years)
First supply in 2018: €0.1408/kWh (for 15 years)
First supply in 2019: €0.1312/kWh (for 15 years)
FiT between 100 kW and 200 kW:
First supply in 2017: €0.1438/kWh (for 15 years)
First supply in 2018: €0.1346/kWh (for 15 years)
First supply in 2019: €0.1255/kWh (for 15 years)

Currently, around 7 percent of the total electricity consumption in Luxembourg is covered by renewable energies. The national targets set for 2020 is 11 percent of renewable energy in final energy consumption. The National Renewable Energy Action Plan foresees that 4 percent of this total would be produced in the national territory and 5 percent would have to come from the transport sector. Finally, the remaining 2 percent is planned to be achieved in other EU countries through cooperation mechanisms.

In 2017, renewable energy produced in Luxembourg will cover for the first time more than half of household electricity consumption, according to the Ministry. Wind energy, photovoltaic energy and biogas plants are the main contributors. Produced by 6,500 installations, photovoltaic energy contributes about 22 percent of the electricity produced in Luxembourg from renewable energy sources.

Between 2014 and 2017, new installed PV amounted to 1,713 systems with a total output of around 25,000 kW. The State contributed subsidies were approximately €10 million during this period.
